THE WHAT? Egypt has introduced new licensing requirements for cosmetics factories that align with the international ISO 22716 Good Manufacturing Practices standard.
THE DETAILS The updated regulations, approved by Egypt’s Minister of Industry Khaled Hashem, will require cosmetics manufacturers to comply with ISO 22716 standards covering product quality, safety and manufacturing processes. Companies have been given a one-year transition period from April 16, 2026, to meet the new technical requirements. The Industrial Development Authority said the move aims to strengthen factory safety standards, improve production quality and increase the competitiveness of Egyptian-made cosmetics in international markets. The authority will also provide technical support to manufacturers during the implementation phase. The new framework was developed following recommendations from Egypt’s industrial licensing committee under the country’s Industrial Licensing Facilitation Law.
THE WHY? The changes support Egypt’s wider industrial modernization strategy by improving manufacturing standards, boosting exports and positioning the country as a regional cosmetics production hub.
