    Bluesign Aligns PFAS Limits With New Standards

    Bluesign, an organization working toward textile sustainability with an independent approval system, released new editions of its core chemical lists for 2026. These lists reflect the latest toxicological and ecological research, as well as new global regulations and analytical methods. Recommendations also come from the Chemical Expert Group, a panel of professionals from Bluesign System Partner companies, who evaluate substances and establish chemical limits.

    The most significant changes in this year’s updates focused on per- and polyfluoroalkyl substances (PFAS), also known as “forever chemicals.” PFAS are human-made chemicals that have been widely used in clothing and textiles since the 1950s for water, oil, and stain resistance. These substances break down very slowly over time and remain in the environment, while scientific evidence increasingly raises concerns about their impact on human health.

    Bluesign has expanded their PFAS phase-out chapter with revisions to the recommended testing methods. There is also a section that distinguishes PFAS compounds from fluorinated non-PFAS dyestuffs, since there are reactive dyes on the market that contain fluorine atoms in their chemical structure but are non-PFAS.

    In 2026, new PFAS restrictions took effect across multiple U.S. states and European countries. These revisions bring Bluesign’s limits in alignment with the French and Swedish PFAS restrictions and the broader EU proposal.

    Each of the three Bluesign lists serves a distinct purpose within the manufacturing process. The Bluesign Restricted Substances List (RSL) is a consumer safety reference used by brands and retailers for purchasing and product testing. The Bluesign System Substances List (BSSL) outlines consumer safety limits for substances in finished textile products. And the Bluesign System Black Limits (BSBL) establishes threshold limits for substances contained in chemical formulations used during manufacturing, such as dyes. Each list includes a change log that outlines newly added substances, revised limits, and other updates.

    These revised requirements have implementation dates on a phased schedule. The BSBL, which applies to chemical inputs, must be effective no later than July 1, 2027. The BSSL and RSL, which apply to finished products and purchasing, must be effective no later than July 1, 2028.

    Updates across the lists include new restrictions on flame retardants and colorants, new or tightened limits on some chemicals and metals, and new substance limits for jewelry. There are also updated analytical testing recommendations to improve accuracy and consistency.

    Bluesign partners with organizations across global supply chains on sustainable and responsible textile production. They work to help facilities improve chemical management, strengthen worker health and safety, reduce environmental impacts, and support sustainable manufacturing. The organization states that its standard also helps to decrease production costs and increase competitiveness and innovation.
